信用评级是衡量债务违约的可能性,因此评级体系要有违约风险识别能力,能够将违约客户和非违约客户显著地区分开.通过逼近理想点的思路,构建多目标规划模型求解最优的组合权重,并对中国某区域性商业银行1 814笔小型工业企业贷款进行实证分析.本文的创新与特色一是以非违约企业的数据到正理想点的距离代数和最小为第一个目标函数,以违约企业的数据到负理想点的距离代数和最小为第二个目标函数,构建多目标非线性规划模型进行组合赋权,在满足了“非违约企业的评价得分越高、违约企业的评价得分越低”要求的目标下得到最优的组合赋权的权重系数,使赋权结果保证了评级模型能够将违约企业与非违约企业最大地区分开.改变了现有研究的组合赋权脱离评价目的的弊端,改变了现有研究中违约与非违约企业的评价得分存在大量重叠、对两类企业的区分能力低的弊端.二是通过检验“违约企业的信用得分是否显著小于非违约企业的信用得分”的J-T非参数检验,验证信用评价模型的合理性.改变现有研究忽略对信用评价模型的合理性进行验证的弊端.三是经过实证,发现本研究建立的组合赋权模型的违约鉴别能力(Z=5.546)要高于现有研究的两种常用组合赋权模型、即基于方差最大的组合赋权(Z=4.298)和基于偏差最小的组合赋权(Z=5.182)  相似文献

This article examines the dramaturgical challenges of doing boundary work for a group of college women living with non‐college women at an overcrowded rental. To regulate tenant conduct and maintain their sense of self‐worth, the college women engaged in defensive othering and constructed their identity as “high‐quality” people on the basis of their characterization of their less‐educated roommates as “low‐quality” people. Their strategy of gaining self‐worth at their roommates' expense violated basic rules of social interaction that require participants to give face to gain face. This study shows that, in addition to weakening group solidarity and reproducing social inequalities, defensive othering also undermines subordinates' effort to gain self‐worth in the co‐presence of other subordinates. Modern analytical models for anti-monopoly laws are a core element of the application of those laws. Since the Anti-Monopoly Law of the People’s Republic of China was promulgated in 2008, law enforcement and judicial authorities have applied different analytical models, leading to divergent legal and regulatory outcomes as similar cases receive different verdicts. To select a suitable analytical model for China’s Anti-Monopoly Law, we need to consider the possible contribution of both economic analysis and legal formalism and to learn from the mature systems and experience of foreign countries. It is also necessary to take into account such binding constraints as the current composition of China’s anti-monopoly legal system, the ability of implementing agencies and the supply of economic analysis, in order to ensure complementarity between the analytical model chosen and the complexity of economic analysis and between the professionalism of implementing agencies and the cost of compliance for participants in economic activities. In terms of institutional design, the models should provide a considered explanation of the legislative aims of the law’s provisions. It is necessary, therefore, to establish a processing model of behavioral classification that is based on China’s national conditions, applies analytical models using normative comprehensive analysis, makes use of the distribution rule of burden of proof, improves supporting systems related to analytical models and enhances the ability of public authorities to implement the law.  相似文献

Many studies have examined the general public's flood risk perceptions in the aftermath of local and regional flooding. However, relatively few studies have focused on large‐scale events that affect tens of thousands of people within an urban center. Similarly, in spite of previous research on flood risks, unresolved questions persist regarding the variables that might influence perceptions of risk and vulnerability, along with management preferences. In light of the opportunities presented by these knowledge gaps, the research reported here examined public perceptions of flood risk and vulnerability, and management preferences, within the city of Calgary in the aftermath of extensive flooding in 2013. Our findings, which come from an online survey of residents, reveal that direct experience with flooding is not a differentiating factor for risk perceptions when comparing evacuees with nonevacuees who might all experience future risks. However, we do find that judgments about vulnerability—as a function of how people perceive physical distance—do differ according to one's evacuation experience. Our results also indicate that concern about climate change is an important predictor of flood risk perceptions, as is trust in government risk managers. In terms of mitigation preferences, our results reveal differences in support for large infrastructure projects based on whether respondents feel they might actually benefit from them.  相似文献

Even though slavery is illegal in all countries, it is still practiced in the form of human trafficking. In fact, there are about twenty-five million men, women, and children who are victims of human trafficking, a 150-billion-dollar industry that affects every country across the globe. Modern communications, such as the Internet and cell phones, exacerbate the problem of human trafficking and law enforcement faces enormous challenges in detecting, arresting, and prosecuting human traffickers. Victims, fifty percent of whom are children, are sold into prostitution, forced marriages, and forced labor in sweatshops, agriculture, and mining. Additionally, some victims are forced into armed conflicts as children; others are killed and their organs are harvested and sold on the black market. It is estimated that 50,000 victims are brought into the United States annually. Human trafficking is a moral outrage, as well as a violation of American and international law. Social studies education must teach about this egregious human rights violation and encourage students to become involved in stopping this modern-day slavery. By incorporating lessons into their curricula, all teachers can help produce young citizens dedicated to protecting human rights for all people.  相似文献

人工智能作为社会发展和技术创新的产物,已经成为新一轮科技创新和产业变革的核心驱动力,正在对世界经济、社会进步和人民生活产生极其深刻的影响。人工智能的商业应用会改变企业内部运作和生产经营的过程,为企业管理带来了诸多挑战和变革机遇。本文结合人工智能的特征与发展趋势,从管理对象、管理属性、管理决策和管理伦理四个方面对人工智能时代企业管理变革的逻辑进行了梳理,得出如下推论:第一,人工智能时代,被管理者将出现越来越多的"人工智能员工",以"社会人"为中心的管理理论和管理手段的适用性降低,如何管理"人工智能员工"以及协调人类员工与智能机器人的关系将对管理者提出挑战;第二,人工智能时代,管理属性不仅包括管理理论的科学性、管理实践的艺术性,还包括管理过程的技术性;第三,人工智能时代,将出现一批优秀的技术管理者,此时,技术管理者指的不是管理技术的人,而是掌握智能技术的管理者;第四,人工智能时代,管理者的决策环境得到优化,管理活动中的决策准则将由"满意决策"过渡为"最优决策";第五,人工智能时代,管理手段的智能化发展可能会加剧管理效率和管理伦理的冲突,管理者必须提升管理道德,经营过程中强化社会责任的履行;第六,随着人工智能技术发展,政府、社会团体和行业协会有必要从政策、法律与行业标准等多个方面构建人工智能发展伦理的多层次约束机制。  相似文献

中国养老金制度经过近30多年来的深刻变革,从自我封闭的单位保障制走向开放式的社会保险制、从少数人的专利发展成为全体老年人的共同福祉、从单一责任主体走向多方分担责任、从单一层次走向多层次化,成为惠及所有老年人的社会保障制度,符合全球养老金制度发展的潮流与客观规律。但目前存在的理论认识误区、制度不统一、政策参数僵化、补充层次缺失及其导致的筹资失衡、待遇不公、预期紊乱、可持续性弱化和社会风险累积等问题正在日益显性化。这表明其仍是质量不高的制度安排。因此,中国养老金制度亟待走出逻辑混乱的思维定势与传统的路径依赖,通过明确公平建制理念、加快制度统一步伐、调适筹资责任分担机制、赋予相关参数弹性空间、理性推动多层次化等举措来为参与主体各方提供清晰稳定的预期,实现制度定型和高质量发展。  相似文献

This paper considers the optimization problems for a consecutive-2-out-of-n:G system where n is considered to be fixed or random. When the number of components is constant, the optimal number of components and the optimal replacement time are discussed by minimizing the expected cost rates. The use of autonomous underwater vehicles (AUVs) for various applications have grown with maturing technology and improved accessibility. The deployment of AUVs for under-ice marine science research in the Antarctic is one such example. However, a higher risk of AUV loss is present during such endeavors due to the extremities in the Antarctic. A thorough analysis of risks is therefore crucial for formulating effective risk control policies and achieving a lower risk of loss. Existing risk analysis approaches focused predominantly on the technical aspects, as well as identifying static cause and effect relationships in the chain of events leading to AUV loss. Comparatively, the complex interrelationships between risk variables and other aspects of risk such as human errors have received much lesser attention. In this article, a systems-based risk analysis framework facilitated by system dynamics methodology is proposed to overcome existing shortfalls. To demonstrate usefulness of the framework, it is applied on an actual AUV program to examine the occurrence of human error during Antarctic deployment. Simulation of the resultant risk model showed an overall decline in human error incident rate with the increase in experience of the AUV team. Scenario analysis based on the example provided policy recommendations in areas of training, practice runs, recruitment policy, and setting of risk tolerance level. The proposed risk analysis framework is pragmatically useful for risk analysis of future AUV programs to ensure the sustainability of operations, facilitating both better control and monitoring of risk.  相似文献

既然法律或者理财合同没有规定,为什么银行要对其发行的理财产品进行刚性兑付? 已有国内研究以定性分析为主,缺乏规范的模型分析; 已有国外研究或不能完全解释理财产品投资非标资产比例显著低于监管上限,或没有考虑银行理财产品存在事后信息不对称的现实,尚不能完全解释银行理财产品刚性兑付的成因。文章使用成本状态验证方法刻画关于到期收益的信息不对称,使用信息投资方法刻画关于银行努力程度的信息不对称,构建委托投资管理模型分析银行理财产品刚性兑付的形成机理。研究发现,刚性兑付有助于降低信息不对称导致的成本,从而增加银行收益; 当绕过监管的成本低于一定阈值时,刚性兑付便有利可图,银行因而选择刚性兑付。进一步分析表明,引入关于到期收益信息的不完美信号,有助于缓解激励问题、破解刚性兑付。  相似文献
